According to United Nations Economic Commission for Europe (UN/ECE), paperless trade's stages of development are divided into five steps based on the range of paperless trade services and utilization of electronic documents.

Korea has not only achieved the processing of electronic documents in all trade-related areas, including customs clearance, confirmation of requirements and logistics, but also is realizing increased paperless trade service between nations continuously. Since more than 80% of trade documents now are processed electronically, APEC has appraised Korea's paperless trade system as at the 'Advanced Level.'

Reviewing the United Nations' five paperless trade development stages with respect to Korea's global paperless trade strategy, we find
- Those countries in the 1st to 3rd stages have not yet established individual systems for customs clearance, logistics and confirmation of requirements, and even if established, the establishment of a 'Single Window' that integrates related systems has not been completed. Therefore, they can be categorized as countries requiring establishment of a Korean-type paperless trade system.
- Meanwhile, those countries in 4th to 5th stage can provide global paperless trade services through system linkage as they have completed establishment of trade-related systems and a national integrated paperless trade platform.
